There's a 'Reload' Button in the menu in the File Manager...
I'll give that a go then.
Did the reload, but the package is still not showing in the package manager.

As mentioned, I had first tried the package manager and it just churned for a minute or so and the threw an error message. So after about three tries I uploaded the package to the packages page in cPanel and everything went as expected, but the package would still not show up in the website package manager.

Using the reload icon/button at the top of the cPanel packages page didn't change anything in the website P/M.

Ken, you can't upgrade from 2.0.19 to 2.1.4 via the package manager, you have to do a large upgrade.

No what I meant was, you can't use the Large Upgrade package in the package manager, you have to unzip it and overwrite all your files with it, then run upgrade.php from your address bar.  2.0.19 to 2.1.4 is a major upgrade.

I think @rjen has recreated the issue your having with this version so it might be worth holding off and see if a solution is found.  But if you want to upgrade that's fine too, though I guess you'll probably have to at some point.  I did all mine a while back.

As for the process you mentioned on overwriting the files, I'll need to take a breath on that one because even though I know that you are right my skills are a bit eroded so it will take some reading to get me ready that leap.  :)

It can be a bit daunting and of course something to bare in mind, the themes used with 2.0.19 won't work with 2.1.4 likewise some or most of the mods you have installed also won't be compatible unless there is updated versions available for 2.1.4

That's usually the case because Mod creators often stop updating their work. One case here is the PMXBlog, I finally turned it off because it had been so long since the last update(Jan, 2016?) and accessing it just threw a bunch of errors.
