Quote Issues

I created this topic yesterday, "Create Your Own" Soup Articles

In the topic's subject you can see the quotes. But then I noticed the TP Recent Topics block and instead of quotes it had "quot". See image #1. I meant to post something about it yesterday but time got away from as I was pretty busy.



I originally thought this was a TP issue until I noticed the Info Center this morning...see image #2.
